近期,海南大学“一带一路”研究院院长梁海明赴埃塞俄比亚、坦桑尼亚和津巴布韦等非洲多国考察,作为中国唯一受邀智库代表,与上述国家的总统、总理、部长和企业家们进行交流,受到各国政府及领导人的欢迎与重视。在有津巴布韦国家领导人出席的津巴布韦商务论坛上,梁海明院长发表演讲,畅谈如何推动中津之间的未来合作发展。
在津巴布韦的上一站坦桑尼亚,梁海明院长一行获得了领导人式的接待——不仅有红毯接机,坦桑尼亚总理也亲自来机场接见。
在津巴布韦,梁海明院长也获得了同样规格的款待。一抵达津巴布韦首都哈拉雷市,梁海明院长一行就受到了津巴布韦政府的热情接待,在政府官员与特勤局的陪同下,参观该国各地标建筑及当地企业。当晚,梁院长受到津巴布韦总统的邀请,参加由总统亲自宴请的国宴。
此次津巴布韦商务论坛上,津巴布韦副总统率领环境、旅游与酒店餐饮业部长,工业、商业与企业发展部长等内阁部长们出席;副总统发表主旨演讲。梁海明院长也在论坛上,发表题为“How to promote our cooperation between Zimbabwe and China in the future”的演讲。

How to promote our cooperation between
Zimbabwe and China in the future
Your Excellency Vice President K. C. D. Mohadi, your Excellency Minister of Environment, Tourism and Hospitality P. Mupfumira, Distinguished Guests, Ladies and Gentlemen:
My name is Liang Haiming, Chairman of China Silk Road iValley Research Institute and the Dean of China’s Hainan University Belt and Road Research Institute. It is a great honor, Vice President Mohadi, for me to have an opportunity to be up here to say a few words.
This is my first visit to your beautiful country. It is a land of magnificence in all aspects and I am truly looking forward to actively promote our cooperation in the future. If I may be so bold, last night, your Excellency, the dinner hosted by you at
your grand Presidential Residence was unquestionably the best dinner I had since coming to Africa 7 days ago.
Looking at the terrain and at the African people I had the pleasure of interacting with, I have fallen in love with your country. I am also convinced that my countrymen will, just like me, be very fond of your country once they get to know the people.
Your Excellency, having now experienced your great country, I feel that I have a solemn responsibility that when I return to China, I will actively inform as many as possible the Chinese companies and Chinese people about what I have learned and observed in your country. It will be my earnest hope that more Chinese companies can come and make contributions and invest in your country. With our large contingent which will surely propagate the good news we learned from your country, Your Excellency, I am convinced that Zimbabwe will attract more and more Chinese visitors from now on.
I am an economist, and so please allow me to share with you some data which you may find intriguing. It is now well known that China now has 300 million middle class people and will within the foreseeable future reach 500 million. In the past year, some 130 million Chinese tourists had travelled to foreign countries each year. It was calculated that in total, the Chinese tourists have spent some 120 billion US dollars while they were abroad.
Knowing that there is such an enormous pool of Chinese tourists, your Excellency, what would be the best manner for Zimbabwe to attract its fair share?
My humble suggestion, your Excellency, is first, the government should welcome Chinese visitors to spend the currency of China, namely the Renminbi (RMB.) As you know, your Excellency, the RMB is already an international currency. Therefore, if your government can manifest as warm a welcome to the RMB as the US dollar, I am convinced it will be a significant attractive force to increase the number of Chinese visitors.
Secondly, I hope that the internet infrastructure of your country can be improved. I am sure you are aware that Chinese visitors have the great propensity to use the Internet wherever they go. For example, for every minute of their lives, they live on the Chinese social media wechat.
Thirdly, if your government can give the Chinese people more national treatment, I believe that it will also be an additional incentive to bring in more Chinese visitors.
Last but not least, I also hope that for both China and Zimbabwe, we could promote a strong and palpable cooperation in green energy. In this way, I firmly believe that our two countries can do something that is truly good for humanity.
Let me give Your Excellency an example. I have a friend who is one of the richest men in China. In fact, he is still very rich now. He is deeply interested and works in the solar power industry. Just yesterday, he told to me he is very much interested in your country, and even want to free to provide some solar power generation equipment to your country.
I hope this is an area which could become a powerhouse in solar power. Please feel free to contact me if you would like to take this to the next level.
Once again, Your Excellency, I would like to show my heartfelt gratitude to you and to all your colleagues who made all my colleagues here felt so much at home. I am sure I will be back here soon.
